BlackRock HCM is a licensed General Contractor and team of dedicated construction management professionals with over two decades of experience serving healthcare clients throughout the state of California. As both a General Contractor and Owner’s Representative, we manage projects from initial conception through construction and occupancy, protecting our clients’ interests through quality assurance, cost control, risk management, and coordination among all stakeholders.

We focus primarily on healthcare projects, many of which fall under the jurisdiction of the California Department of Health Care Access and Information (HCAI), formerly known as the Office of Statewide Health Planning and Development (OSHPD). This unique specialization, combined with extensive HCAI/OSHPD experience, provides our clients with knowledgeable leadership and regulatory expertise to successfully deliver projects on time and within budget.
